Fortune telling aside, what was astrology used for originally?

Traditionally it appears it was used by kings and nations in the ancient times to guide them in their decision making and to predict other future events like the outcomes of wars. Basically to help them rule their kingdoms. Now however its called a birthchart and is mainly used as a tool to identify weaknesses and strengths and to explain behavioral patterns. These almost sound the same. So the link may be in the ancient times is what your suggesting?
